Briefly, yes. Washing your hands with a labradorite ring on won't do any harm, and neither will getting caught in the rain. What you want to avoid is leaving it in water, and anything with chlorine or soap in it.
The reason is worth knowing, because it explains the thing people actually worry about.
Labradorite's flash comes from light bouncing between microscopically thin layers inside the stone. Anything that coats the surface interferes with that light getting in and out. Soap and shampoo leave exactly that kind of film, and it builds up gradually, so the stone doesn't look damaged, it just looks... tired. Less blue. Less fire.
Nine times out of ten, a labradorite that has "stopped flashing" is simply dirty. The labradorescence is a structural property of the stone. It doesn't wear out.
Chlorine is a separate and more serious problem, and it goes after the setting as much as the stone. Pools and hot tubs are a no.
Hot water is worth avoiding too. Labradorite has natural cleavage planes along the same internal layering that produces the flash, and sudden temperature swings put stress on exactly those planes.
To clean it: lukewarm water, one drop of washing-up liquid, a soft cloth or very soft brush, then dry it properly. No ultrasonic cleaners. That's the whole procedure, and it's usually enough to bring a dull stone straight back.
Take it off before showers and swimming, put it on after perfume and moisturiser, and give it a wipe with a dry cloth when you take it off at night. Labradorite asks very little beyond that.
Two questions that come up:
Can I shower in it? You can, once, without consequences. Do it daily and you'll be cleaning soap film off it constantly, and the setting will wear faster than the stone.
Why does mine look grey from some angles? That's normal. Labradorescence only appears within a certain range of angles, which is why a piece can look plain from one direction and light up from another. It's also why labradorite is so hard to photograph well.
